OP-13 Carrying On His Will is the One Piece Card Game's 3rd-anniversary set — the red, flame-wrapped booster built around the Three Brothers, Luffy, Ace and Sabo, and the set that finally put Gol D. Roger and Imu on Leader cards. It is still one of the most requested English sealed products in the region, and one of the hardest to get shipped here at a sane price. Here is what is actually inside OP13, which cards carry the value, and how to buy it in Kuwait.
When did OP-13 release?
The Japanese print landed 23 August 2025. The English print followed on 7 November 2025, timed to the game's third anniversary.
Because it is an anniversary set rather than a routine numbered booster, OP13 did not quietly disappear the way most sets do a few months after release. English sealed boxes have stayed in demand, and supply into the Gulf has been thin ever since.
What is in an OP-13 booster box?
- 24 booster packs per box
- 12 cards per pack
- 133+1 card types in the set
- Leaders, Commons, Uncommons, Rares, Super Rares, Secret Rares, Special Cards, and Special 3rd Anniversary Cards
- Factory sealed, English print, Bandai official
Every OP-13 leader
Six new Leader cards, and two of them were genuinely new faces in the game:
- OP13-001 — Monkey D. Luffy (Red/Green). A defensive Luffy built around manipulating DON!! cards in a {FILM} shell.
- OP13-002 — Portgas D. Ace (Red/Blue). Whitebeard Pirates, burning through your hand to take the hits for your board.
- OP13-003 — Gol D. Roger (Red/Purple). The King of the Pirates, with the highest attack power of any Leader in the game at release.
- OP13-004 — Sabo (Red/Black). Revolutionary Army, powering up high-cost characters for the late game.
- OP13-079 — Imu (Black). The set's headline debut — summons the Five Elders and plays out of the trash.
- OP13-100 — Jewelry Bonney (Yellow). Egghead arc, built entirely around [Trigger] effects.
OP-13 chase cards
The value in this set sits almost entirely at the top of the rarity ladder:
- 3rd Anniversary Luffy, Ace and Sabo (OP13-118, OP13-119, OP13-120) — the three most valuable cards in OP13 by a wide margin, and among the most expensive cards printed in the game so far.
- Red Super Alt-Art — a treatment created for this booster only, a burning red finish tied to the anniversary's flame theme. Luffy, Ace and Sabo all have one.
- WANTED Edition — four newly designed wanted-poster cards: Gol D. Roger (OP09-118), Luffy (OP13-118), Ace (OP13-119) and Sabo (OP13-120).
- Character Edition SPs — six reprinted characters with an exclusive design and premium finish: Ace (EB02-028), Lilith (OP07-111), Sabo (OP07-118), Benn Beckman (OP09-009), Luffy (OP09-119) and Smoker (OP10-030).
- Five Elders parallels — St. Jaygarcia Saturn, St. Ethanbaron V. Nusjuro, St. Shepherd Ju Peter, St. Topman Warcury and St. Marcus Mars, alongside Imu himself.
- OP13-076 Divine Departure — Roger's execution moment, printed as a gold foil Event card.
One collector's footnote: the set includes a new illustration by Gege Akutami, creator of Jujutsu Kaisen. Bandai also issued errata for OP13-077 and OP13-119 shortly after release — worth knowing if you are buying singles from an older listing.
Sealed box or singles?
Be honest with yourself about which one you actually want. The 3rd Anniversary cards are lottery-ticket rare; the expected value of a box does not come close to a single copy of one, and it never has for an anniversary set. If you want a specific card — a Roger leader for your deck, a Sabo for the binder — singles are almost always the cheaper route.
A sealed box is for opening. It is the anniversary set, the pull moment is the point, and English boxes have held their value better than most because the print window has closed. If you are buying to open, buy the box. If you are buying to own one specific card, buy the card.

Both prints exist. The box we list is the English print, released 7 November 2025.
What is the most expensive card in OP-13?
The 3rd Anniversary Monkey D. Luffy (OP13-118), followed by the 3rd Anniversary Sabo (OP13-120) and Ace (OP13-119).
